I visited my mother, who is terminally ill, at the hospital. Upon arrival, I parked and noticed a sign indicating ANPR Cameras and that payment is required upon leaving. After spending around two hours with her, I returned to my car in sleet and rain, only to find that the payment machine's credit card reader was malfunctioning. The machine had a notice instructing to download an app or pay within 12 hours to avoid a fine. I attempted to use the app on-site, but my phone battery was low and the signal was poor. I have photos of the machine and its location number. Once home, I downloaded the app, but it did not recognize my hospital visit despite entering all my details. I later noticed in the fine print that payment was required before leaving the parking area. I accessed the payment site from my computer, but it still showed no record of my hospital visit, although it asked for my arrival time. I indicated around 2 PM, but the system charged me from 2 PM until approximately 5:50 PM for four hours, when it should have only been for two. I've paid the full amount, but there seems to be no way to contact the service for assistance, as the email receipt comes from a 'no-reply' address. I suspect that had I not paid the full four hours, the ANPR cameras would have been fully operational, and I would have received a fine immediately.
