A problem with the cold water header tank overflowing was eventually fixed after trying two lower quality ball float valves, which were replaced by a superior design. The seized water supply shut-off valve was also freed. The central heating, which was running cool, was resolved with a complete power flush of the system. The house and shower are now significantly warmer.
