Surely, you should be allowed to write an application, and then make payment on submission of the application. After making my payment - It asked for a birth certificate which I had, but the next page asked for evidence of change of name which I didn't have. It asked for a referee but later said the referee had to be a profession on their list, I knew someone who has teaching qualifications but wasn't a current teacher therefore could not be used. They would not refund the £18 taken. Had I known at the beginning of the process that I could supply the evidence required then I wouldn't have submitted an application.
