Tried to cash in a winning scratch off and was told the ticket had already been scanned. I bought the ticket a block from my house and am certain it was never cashed in. I asked the clerk if it is normal practice to give a winning ticket back to the person, along with the cash. The answer, which I already knew, was no. He could not explain how someone paid me and gave me back the ticket. I either got ripped off by the clerk, or there is a glitch in the scanners that determine the payout. I don't think the clerk cheated me.
