My experience differs from others here, so I'm giving it a 4 instead of a 5 and I will explain why. I made two withdrawals, which arrived almost instantly, one for $20 and another for around $40. I'm unsure how others are getting locked out; perhaps it involves using a VPN or withdrawing larger amounts, but smaller withdrawals seem fine. I rated it 4/5 partly because of how auto-crediting works; it only auto-credits when the date has passed AND you've made a previous withdrawal, which wasn't clear. As of now, I've withdrawn my funds and my account remains active. I'm a resident of the UK, if that helps.
