When a council tells you to write to the Ombudsman instead of telling you to fill out a claim form and go to the small claims court it kind of say's it all really. Now of course the Housing Ombudsman would deny this, Ebay have been denying for years that if your a powerseller than they delete negative feedback for you so don't expect the Ombudsman to anytime soon say if your a Council than your pretty much home and dry.
