I was PCN'd for an overstay of 2 minutes beyond the 10 minute grace period they say I was allowed, when I visited Anchor Retail Park in Hartlepool.I visited at midday on Dec 23rd 2019 when it was almost impossible to move in the car park, and even more problematic in finding a Blue Badge Bay. It took at least 20 minutes to actually get parked, then another 15 minutes to get out of the car park when leaving as the road leading alongside was also really busy. That basically boils down to Frustration of Contract. They say that the time allowed in the car park is 2 hours, but the time parked was considerably less for the previous reasons of accessibility. I appealed on the basis that they should apply a further amount of time for the disabled who have difficulties in their movement but they have gone to a debt collector with this instead. Roll on. I eagerly look forward to telling my side of this to a judge. The Equalities Act has been well and truly ignored. They have a duty to allow further parking periods, such as ParkingEye do, even though they are also known bandits.PCN AN122334
