The order was placed and looked unusual, due to no tax being taken out of the sale. After a week of no change on the "status" of the order, I decided to cancel the order and get a refund. I was reassured twice by "Jorge" through the site's chat feature that the transaction was terminated, and the refund should be seen in the account. It has been over a week since that communication and the refund has not returned. There are either not enough resources to be able to process orders in an efficient manner at ISP or there is something very suspicious going on. Some help would be greatly appreciated.
