They take on projects that are bigger than what they can handle
They handle their contracts carelessly because they simply don't have the time to deal with their workload
they do the bare minimum but cleverly so that they legally can't get into trouble
save yourselves the hassle and go elsewhere. They lie and protect each other and they'll take your money and leave you royally screwed over
