I have been charged for a subscription I don’t have access to

I have been charged for a subscription that isn’t on my account for the second year in a row now. I have tried to get into contact with them last year and in the end I gave up. Since it happened again I tried a little harder this year as the payment increased to $150. I’ve put a stop on my bank card, as I did last year though and they still managed to do it again. When speaking to Microsoft on a very bad online chat service that kept disconnecting and glitching out they said that I should just speak to my bank. I’ve had to cancel my card which is super annoying and I still have no resolution and my money is being held.I asked for it to be escalated and they said I’d be called in 2 hours. It’s since been 6 hours and no contact. There’s no way to contact them except this ridiculously slow and glitchy online chat. It probably works when you are using their products perhaps but I’m not, but I’m paying top dollar for them! It’s not a complaint to the person operating the chat though who did try to help, it’s a complaint with the company
