Almost all consumer devices and appliances with motors and other inductive loads already include power factor correction because it increases efficiency, lowers heat dissipation, and most importantly is required for energy star certification in the US. The small plugin devices that have been sold for decades as energy savers will include 1-5μF of capacitance which is negligible in dealing with power factor correction. An AC condenser fan motor has an ~80-160μF PFC cap on it's own for example. Testing of these devices show they do nothing in the best case, but usually increase your electric bill slightly due to the discharge resistor across the capacitor and LED indicator lights being a 24/7 drain on your power. So even if utilities started charging for VAR tomorrow, these devices will do nothing to help. You need to properly calculate your Reactive, Apparent, and Active power to determine how much, if any, capacitance you need to reach a PF of 1.0. In some situations, you might have a leading power factor with too much capacitance where you'd need to add inductance to reach 1.0 PF, so adding more capacitance just makes the situation worse.
