Another customer had the exact experience as I am going through right now. That Excel for Google Merchant center doesn't really work and secondly he do not really reply, only a generic / same answer email every time you write him/them.That refund guarantee is a lie it seems.So what you'll have to do if you experience the same:Take a screenshot of his refund guarantee with the website URL visible. Contact your bank to make a dispute/chargeback if you paid with card, provide the screenshot and his email reply.Then you get your funds back and he is fined with a 25-45usd chargeback fee and you get your funds back. I will do that know as I see I experience the same as Marth mentioned here on TrustPilot.
