Nothing is beyond the lowest levels of the gutter for this company to stoop. `Any' campany that uses franchises is basically a declaration to the world that they are corrupt, since franchising is a deliberately strategic method of avoiding accountability. That's why the franchisee can get away with whatever they want, including abusing customers, because they know that Shell don't give a damn. This is why their so-called customer services are known to be absolutely appalling, since their unwritten policy is "Screw the customer". Their charge for using their ATM machine is Shell's way of expressing this. As a matter of principle, I deliberately avoid Shell, despite living close to this petrol station. They are utterly despicable, immoral and unethical.
