Over a month, NO DELIVERY

I bought an item in early December and I'm still waiting for it. These items are shipped from overseas, and they use the cheapest last-mile delivery service available. The item arrived in the U.S. on 12/20, but the first delivery attempt failed at an address that usually has no issues with major carriers. It's been sitting due to 'weather delays' since then. The last-mile delivery service has had the item for almost 3.5 weeks now. I may have to contact my credit card company for a refund, and the seller can deal with their ineffective delivery service.
