Item ordered in early December, still not received.

I ordered an item in early December and I'm still waiting for it. The shipping is from overseas, and they are using a very unreliable last mile delivery service. The item arrived in the U.S. on December 20. However, the first delivery attempt failed at an address that has had no issues with other carriers. Since then, it's been stuck with claims of "weather delays." It’s been nearly 3.5 weeks that the delivery service has had my item. I’m considering contacting my credit card company for a refund, and the seller can deal with their inadequate delivery service.
