As I suspected, I should have looked more carefully at who I was buying from. got suspicious when phone was described as optional. but then was blocked from completing purchase unless I entered phone number. Then to actually start install I had to open a 3rd tab and click on another link. I then find out that softwarecity is really an interface platform for another vendor.
