I can give you an example: Apcoa was making great money from their car park already, but this wasn't enough. So they removed the barriers and introduced an online payment. They added just enough signage in strategic positions to get as many motorists as possible trapped, but still be legal. They could have left the barrier in, that wouldn't open until you confirmed you understood the new rules by pressing the button, at least for a while, but that wouldn't have maximized their profit. There was this better way to make money. So they set the trap in the best way possible. Of course, over the time motorists learned the hard way, but by that time, they will have already made a whole deal of money.
