I doubt that's legal, but this service seems to be backed by corrupt state authorities. The only shipping option available was the most expensive one, and I have little faith that the phone or service will be any better. It feels like a scheme for unscrupulous companies to exploit those in need; this was intended to be a lifeline phone. It could very well jeopardize my safety. A total rip-off. The day after I placed my order, they charged me heavily for '2-day air' and then sent an email saying 'Order Delayed.' This service thrives by taking advantage of the vulnerable.
