I was finally able to get a refund for the chairs I purchased. The email I corresponded with was support@serviceonline24h dot com. It took some back and forth and a promise to send a new order which I also never received. Then they said they would refund me minus the $10 shipping fee. When I told them I didn’t pay shipping fee they agreed to a full refund. I did not get the refund in the time that they said I would so I reached out again and they said it was an error with their system. After 2 months of back and forth I received the refund today after doing a paypal report.
