Pure scam, it says a ROW (Rest of the world)/ Global on the site when I purchased it, but when I tried to activate the game on Steam it says the purchase is not available for my region. It has been over 24 hours when I sent an email for support as well provided the necesarry proofs (the issue and my Steam licenses) and I still do not get any form of response.
