Sold a product not meant for sale in Australia and now can't get a refund

I purchased a lock cylinder from RS Australia after talking to one of their experts online. The lock cylinder is manufactured by ABUS in Germany, but when I went to get a few extra keys cut from a local locksmith I found the lock was manufactured by ABUS for sale exclusively in the UK, the keys are registered and it is not possible to get extra keys in Australia. When I explained all of this to RS Australia they were very apologetic and immediately said I would get a refund. That was 39 days ago. Now they don't bother replying to my emails asking when they will refund as promised. They looked good initially but then it all went pear-shaped. They didn't know they were selling a product they should not be selling in Australia, and they made promises of refunds which they now won't deliver on.
