Poor Service - Faulty part not refunded

A engineer attend and stated a fan was the issue, it turns after fitting a new fan that this wasn't the issue and the appliance was beyond repair. The engineer stated i would get a refund for the newly fitted part as the fan was not the fault. The engineer took the new part away and now NAC are stating no refund will be given. Very poor service and would not recommend.
