Costs are astronomical; for someone trying to provide a useful service while relying on ad revenue, such measures aren't feasible. Thus, they opted for an ASN block, affecting one of the largest ISPs in the U.S. If the author's claims are accurate, it reflects poorly on that ISP for allowing cybercrime to occur via their infrastructure.
