My experience with PayPal has been extremely frustrating and disappointing.
For the third time, a legitimate international sale has resulted in my payment being placed on hold without clear or consistent justification. My account has been fully verified for three years, with no outstanding compliance requests or issues. Despite this, PayPal continues to delay access to my funds.
On this latest transaction, my payment has been held for over three weeks. When I contacted customer service, I was given contradictory explanations — first that my account is “new” (it was opened three years ago), and then that I “hadn’t sold in a while,” which is inaccurate as I completed a sale just two weeks earlier.
As a seller, cash flow is critical. Holding funds for extended periods without transparent reasoning or meaningful support creates unnecessary financial strain and undermines trust. Customer service has been unhelpful and unable to provide a clear, consistent explanation or timeline for resolution.
The overall handling of this situation feels unreasonable and highly unprofessional. Based on these repeated experiences, I have lost confidence in PayPal as a reliable payment platform and will be moving my business elsewhere.
I would strongly advise other sellers to carefully consider alternative payment providers if reliability and access to funds are important to their operations.
I just have a beef with venmo every single time I use my venmo card and end up returning something they never put the money back on my card. It's like the are stealing from me.I didn't say anything at first until it was an expensive return. I then filed a dispute with them they first put the money back into my account until further investigation. They then took it right back out of my account. I was like that is complete bs.I returned something to Walmart and never was it put back on my card. It's unreal they can get away with doing that. I had an issue at the gas station the guy said it will go back on your card and it never did. He was just nice and gave me gas in exchange. I almost wish I would of kept the item at this point it was a really nice speaker set up for my new jeep. What crooks to do that like sorry you not getting your money back. I wish I could give then negative stars for what they do. I don't understand why it doesn't go back on like a credit card or my debit card... makes me wonder how many millions they get away with when I work my ass off for my money... It makes me sick not sure this week reach anyone but had to put it out there.
3.5% lost only from exchange rate plus another 5% from transaction fees equals a whole 8.5%.
Also, one is unable to contact customer support via email outside business hours. One has to wait Monday morning to send them an email which is unparallel in the industry.

I have a verified PayPal Business account in Saudi Arabia.
No full receiving. No full transfers. No full payments. We want real, complete services — we are not second-class customers.

PayPal does not work fully in Saudi Arabia or Qatar. And it seems you have no desire to compete or negotiate with the central banks in each country — not SAMA in Saudi Arabia, not Qatar Central Bank, not anyone else. This is deliberate negligence with no justification.
This is not a technical glitch. This is a deliberate decision by PayPal to ignore one of the world’s largest economies.
Saudi Arabia’s GDP exceeds $1.1 trillion. Vision 2030 is transforming the digital economy at full speed. Millions of entrepreneurs, freelancers, business owners, and merchants — from every nationality, race, religion, color, and background — are ready. But PayPal is not.
The most insulting part? PayPal works fully in UAE, Kuwait, Bahrain, and Oman — same region, same culture, same neighborhood. So the excuse of “local regulations” doesn’t hold. You simply chose not to negotiate seriously with the central banks in those countries.
Egypt and Jordan face the same neglect — no local bank linking, no full withdrawal rights. The entire Arab world is treated as a second-tier market while Europe and America enjoy full service.
The real crisis — no real international alternative exists:

PayPal absent + all alternatives paralyzed = millions of entrepreneurs, business owners, and merchants — Arab and non-Arab, from every country, race, religion, color, and background — trapped with no real solutions.
PayPal — the Arab market will not wait for you forever. Negotiate with SAMA, Qatar Central Bank, and regional central banks NOW. Every day you delay, you lose millions of potential users.
I am sharing this experience so that entrepreneurs, business owners, and merchants — Arab and non-Arab, from every country, race, religion, color, and background — know the truth before wasting their time.
As an IT professional, I am appalled by PayPal’s current login architecture. I have been forced through 8 separate verification loops this month alone. Even with an active Passkey and Authenticator set up, the system repeatedly fails to recognize my "trusted" status and forces me back into a loop of secondary checks. It is an embarrassing, tedious, and unprofessional experience for a global payment service. You are making it impossible for power users to manage their accounts without wasting 20 minutes on simple logins. Fix your authentication handshake; it is broken.

First time they added a restriction on my account where I couldn’t transfer money from my bank account to my PayPal without any explanation so I reached out to customer service and they tell me that their risk team issued the restriction and would lift it only to reapply the same restriction a few days later without explanation or warning and I’ve been a customer for 3 years
I was under misconception that purchases would have protection under PayPal. They side with the merchant and not the buyer. I have been a loyal customer for 10 years and I guess you live and learn. I returned items the next day I received and it’s been a month and half that my money has not been released to me. I had to initiate a dispute. They favored the merchant. I’m now having to appeal the denial: why can’t they just give me my money. I didn’t keep the items. It was a full return. I should be entitled to my hard earned money: they can just keep my money and it’s okay ? No it’s not. Please deactivate and do not associate with this shady organization.
Absolutely horrible service. PayPal stole my money! I paid a Ryanair flight with PayPal, but Ryanair never received the money. So not only did I miss my flight, but also did I have to pay twice. PayPal kept saying that I should ask Ryanair to contact them, which they, of course, refuse to do. Their complaints procedure is so rigid, that I didn't manage to keep the case open (because I only had 2 weeks to "escalate" the issue, but I only received the answer of Ryanair 6 months later.
Used to use. This company alot and if I really really have to then I do.
I get paid monthly so when the released the pay by 3 it was excellent. I've tried 4 times now as the other company that is excellent they have a pink background. Must helpful customer service the problem I've had with these losers was sorted in 2 days
The problem is you go to pay chose the pay in 3 which then takes you to PayPal no worries so far ! You then go through agree and process then what should happen is pay pal sends you back to the company to finish the order.
BUT NO they take your money but doesn't finish the transaction so your money is put in pending meaning you can't touch until the company takes it . The problem being the company doesn't know you paid because your not sent back to complete the order .
The only People who take the money is the sellers not even your bank . Then if you can't sort it out you have to wait for the money to return automatically. So when you don't have much money you can't just re buy the item in full defeats. Original intent .

The first time this happened was a Chinese company. They got so fed up trying to sort the money. They cut their losses and gave me my item (great for me but not for the company lucky they are reasonably big company).
PayPal give up the pay in 3 and leave to the other 2 especially the K with pink
