They seem to over-regulate themselves and, as a result, become bogged down. After more than four hours of effort, I couldn't get them to complete a task that should have taken just 10 minutes. When I visited in person, they spent 20 minutes with me, only to tell me to come back another day for an appointment. When I did return, the task took only 5 minutes. They create unnecessary hurdles for themselves.
