I won't be ordering from them again

I won't be ordering from them again. The sweatshirts I ordered are ridiculously small for the size I wanted and are more like long sleeve shirts than sweatshirts. Now, when I try to contact customer service, they keep sending me the same email apologizing for the product delay, even though I provided a picture and tracking number showing the sweatshirts were ordered. I'm concerned I won't receive a refund.
