The signs were woefully inadequate to warn that it is the tunnel that is the toll road and not the slip road which I assumed was the bridge. There was not a sign over the tunnel or as you leave to say you wre entering the toll or about to leave the toll road. I would have paid - of course. If you are not a local you do not know the full ins and outs of this area. I genuinely thought the bridge was the toll. I was on the tunnel road. In fact I used the tunnel 4 times whilst staying in the area - and 4 times two people did not see the signs! Four times my car Sat Nav and the Google maps SatNave did not tell us we were on a toll road.I therefore do not think the following fines are fair as the warning of which road is the actual toll road is not clear at all.
