Not adhering to delivery responsibilities

I placed an order online on November 28th, and received an email from the shipping company saying my package was ready for pickup. However, when I went to collect it, they had no record of it. I called the shipping service and they had no idea where it was. I reached out to the seller, who provided the same information. I requested a refund, but they said it wasn’t possible and that I needed to wait for an investigation. They should be aware of EU laws stating that the seller is responsible for delivery. Refund denied and no information provided. I'm considering reporting this to the authorities.
