Passport photo issues

Passport photo failed my application process initially and then after a follow-up email where company initially claimed no order was confirmed, the required format for passport office was finally received. Not clear why initial photo sent by them was not the required format as claimed. Making 100% guarantee is a big claim. Attention to detail would be great.
