Card Blocked

My prepaid card has a balance of $400 but was declined. Customer service informed me it was blocked due to issues with the merchant's terms. They said it couldn't be unblocked and that a replacement card would take 45 days. I need a physical card as the virtual one isn't usable in stores in my location.
